Mr. Phillip Osborn is a retired Supervisory Special Agent with the Department of Homeland Security, Homeland Security Investigations (DHS-HSI), whose career in the military and law enforcement spanned 36 years. Osborn served in the U.S. Coast Guard, U.S. Border Patrol, U.S. Customs Service, and DHS-ICE Homeland Security Investigations, dedicating over two decades to leading and conducting cybercrime investigations and operations. His pioneering work in the early 1990s helped lay the groundwork for the U.S. Customs Cyber Smuggling Center (C3) and contributed to the creation of the national network of Internet Crimes Against Children Task Forces. For more than seven years, Mr. Osborn held the role of National Program Manager for Cyber Crimes at U.S. Customs/ICE, where he directed both domestic and international investigations and developed policy initiatives to address threats to homeland and national security. His expertise led to his appointment as chairman of the World Customs Organization Electronic Crimes Experts Group, and he has represented the U.S. Government as a cybercrime and money laundering subject matter expert to numerous national and international organizations. Mr. Osborn holds a graduate degree in homeland security studies from the Naval Postgraduate School, and he has completed additional graduate education in information security and global strategic intelligence. Before retiring from public service, his final assignments included leading a DHS border security and tactical intelligence groups and serving as director of a joint DHS cybercrime task force. Following his government career, Mr. Osborn has held leadership roles in the private sector, including Vice President for money laundering and counter-terrorist financing at JP Morgan Chase. Since 2017, he has served as an instructor at Texas A&M University, providing training in both cybersecurity and critical infrastructure protection.
